Bebel
German socialist and writer. A turner by trade, Bebel joined the Leipzig Workers' Educational Assn. (1861) and became its chairman (1865). Influenced by the ideas of W. Liebknecht, in 1869 he helped found the Social Democratic Labor Party (later the Social Democratic Party) and became its most influential and popular leader for more than 40 years. He served in the Reichstag in 1867, 1871-81, and 1883-1913. He spent a total of nearly five years in prison on such charges as "libel of Bismarck." He wrote a number of works, incl. Woman and Socialism (1883), a powerful piece of Social Democratic propaganda.
grebe
Any of about 18 species of diving birds (family Podicipedidae) found in most tropical and temperate areas and often in subarctic regions. Most species can fly, and some are migratory. Grebes have a pointed bill, short narrow wings, and a vestigial tail. The position of their legs, set at the rear of the body, makes walking awkward. They feed chiefly on fish or invertebrates. Courting or rival males perform elaborate aquatic dances in pairs. Species range from about 8 to 29 in. (21-73 cm) long.
Hebe
Greek goddess of youth, daughter of Zeus and Hera. She served as cupbearer to the gods, and when Heracles ascended into heaven after his painful death, she became his bride. She was generally worshiped along with her mother.
Hebei
Province (pop., 1996 est.: 64,370,000), N China. Beijing city forms an enclave in its center. Historically a chief barrier to N invasion, it contains part of the Great Wall of China. From 1644 to 1912 it was ruled by the Qing dynasty. Occupied by the Japanese in 1937, it fell to the Chinese Communists in 1949. The provincial capital was at Baoding until 1958, when it was transferred to Tientjin, then to Shijiazhuang in 1967. Culturally and economically, Hebei is the most advanced province in N China. The N. China Plain covering S Hebei, has been inhabited by humans for several millennia; Homo erectus pekinensis was discovered there.
rebate
Retroactive refund or credit given to a buyer who has paid the full list price for a product or service. Fair and equitable rebates are used simply as incentives available to all customers. So-called deferred (or exclusive-patronage) rebates are used by large vendors of perishables and consumer durable goods. To receive such a rebate, the purchaser must agree to buy certain goods or services exclusively from a particular vendor for a fixed period of time. Rebating was a common pricing tactic in the 19th cent., often used by large industrialists to undercut competition. The U.S. railroad industry practiced price discrimination by granting secret rebates to important customers; the rebates granted to Standard Oil Co. helped it acquire a monopoly over the oil industry.
