Amer. lawyer. Born in Annapolis, Md., he became a leading lawyer in the colonies and a member of the Maryland governor's council (1757-76). In 1765 he wrote an influential pamphlet criticizing the Stamp Act, but he opposed revolt against British rule and remained a Loyalist during the Amer. Revolution.


Durango
State (pop., 1995 est.: 1,432,000), N central Mexico. The W portion of the state's 47,560 sq mi (123,181 sq km) territory lies within the mineral-laden Sierra Madre Occidental; semiarid plains, used for ranching, comprise the E portion. The R\u00ed o Nazas, the largest river in the state, flows for about 375 mi (600 km); it is a main source of water for commercial agriculture. Along its lower course is the Laguna cotton district, a large state-operated cooperative that Durango city, the state's capital, shares with Coahuila state. First explored by Europeans in 1562, Durango shared the colonial history of Chihuahua as a major part of Nueva Vizcaya; the two became separate states in 1823.

City (pop., 1990: 414,000) capital of Durango state, N central Mexico. It lies in a fertile valley of the Sierra Madre, 6,197 ft (1,889 m) above sea level. North of the city is the Cerro del Mercado, a hill of nearly pure iron ore representing one of the world's largest deposits. First settled in 1556, Durango was the political and ecclesiastical capital of Nueva Vizcaya, which included Durango and Chihuahua until 1823. The city, long known as a health resort, is an important commercial and mining center.


Falange
(Spanish: "Phalanx") Extreme nationalist political group in Spain. Founded in 1933 by J. Primo de Rivera and influenced by Italian fascism, the Falange gained popularity in opposition to the Popular Front government of 1936. Gen. F. Franco merged the group with other right-wing factions by decree in 1937 and became the Falange's absolute chief. 150,000 Falangists served in Franco's armed forces in the Spanish Civil War. After their victory, the Falange's fascism was subordinated to the Franco regime's conservative values. On Franco's death in 1975 a law was passed permitting other "political associations," and the Falange was abolished in 1977.


Fulani
Primarily Muslim people, numbering about 18 million, found in many parts of W Africa, from Lake Chad west to the Atlantic coast. Their language is Fula (of the Atlantic languages of the Niger-Congo family). Originally they were herders, but interaction with other groups produced marked cultural changes. In the 1790s the Fulani priest Usman dan Fodio led a holy war (jihad) that created a large empire. Its decay in the 19th cent. aided the establishment of British rule over N Nigeria. Many Fulani of N Nigeria have adopted the Hausa language and culture and established themselves as an urban aristocracy.
