barbet
Any of about 75 species of tropical birds (family Capitonidae) named for the bristles at the base of their stout, sharp bill. They are big-headed and short-tailed, 3.5-12 in. (9-30 cm) long, and greenish or brownish, with splashes of bright colors or white. Barbets are found throughout Central America to N S. America, in sub-Saharan Africa, and in SE Asia. They all fly weakly, and they sit in treetops when not feeding on insects, lizards, birds' eggs, fruit, and berries. They call loudly, jerking the head or tail. Maddeningly vocal or repetitious species are sometimes called brain-fever birds.
Bari
Seaport city (pop., 1996: 337,000), and capital of Puglia region, SE Italy. Evidence shows that the site may have been inhabited since 1500 BC. Under the Romans it became an important port. In the 9th cent. AD it was a Moorish stronghold, but it was taken by the Byzantines in 885. Peter the Hermit preached the First Crusade there in 1096. Razed by the Sicilians in 1156, it acquired new greatness in the 13th cent. under Frederick II. It became an independent duchy in the 14th cent., passed to the Kingdom of Naples in 1558, and became part of the Italian kingdom in 1861.
Harbin
City (pop., 1990: 2,443,000), capital and largest city of Heilongjiang province, NE China. Located on the Songhua River in the center of Manchuria, it grew with the arrival of the Chinese Eastern Railway, built by the Russians in the late 19th cent. A Russian military base during the Russo-Japanese War, it was a haven for Russian refugees after the Russian Revolution of 1917, and had the largest Russian population of any city outside the Soviet Union. Chinese Communist forces took the city in 1946 and from it directed their conquest of Manchuria. Since 1949 it has become the chief industrial base of NE China, and is a shipping center for agricultural products.
bailiff
Officer of some U.S. courts whose duties include keeping order in the courtroom and guarding prisoners or jurors in deliberation. In medieval Europe, it was a title of some dignity and power, denoting a manorial superintendent or royal agent who collected fines and rent, served writs, assembled juries, made arrests, and executed the monarch's orders. The bailiff's authority was gradually eroded by the increasing need to use administrators with legal or other specialized training.

Islet (pop., 1990: 2,000) and administrative center, Kiribati. It is located on Tarawa atoll, N Gilbert Islands. It has port facilities as well as an extension center of the Univ. of the S. Pacific.
